5. Computers

1) Target Scope:

Digital central processing units (CPUs) and personal computers (PCs) stipulated by the Japan Standard Commodity Classification. Computing units, main memory units, equipment in which both input/output controller and power supply devices are structurally duplexed, battery-powered equipment without built-in magnetic disk units, and other types of equipment whose computing speed, as stipulated under the ordinance of the Ministry of Economy, Trade and Industry is extremely slow or fast are excluded.

2) Energy Consumption Efficiency:

Energy consumption efficiency is a numeric value (W/MTOPS) obtained by dividing power consumption (W) by mega theoretical operations per second (MTOPS).

Remarks:

Server-side computers are computers other than client-side computers.
"Number of input/output signal channels" refer to numbers for those that split directly from signal channels (including other signal channels capable of the same transfer ability) that connect processing units and main memory units, also, those that split directly from signal channel splitters connecting to the signal channels in question. Those should have the maximum data transfer speed of over 100 megabit per second, and those that are connected only through graphic display ports or keyboard ports to outer elements are excluded.
Battery-driven refers to computers run by built-in batteries, without supplied by power line.
Client-side computers are models equipped with graphic display ports and keyboard ports (including units that have a built-in display instead of graphic display ports, or a built-in keyboard instead of keyboard ports), with the main memory capacity of less than 4GB and the number of input/output signal channels is less than 4.

5) Energy Conservation Effects:

Approximately 83% improvement in efficiency compared to 1997 levels by 2005

6) Display Items:

Product name or type, category, energy consumption efficiency, manufacturer's name, description of energy consumption efficiency

7) Place of Display:

Catalogues that provide performance data. Documents provided by manufacturers when selecting equipment.

8) Exemption:

Manufacturers or importers that ship fewer than 200 units in total are excluded, but display obligations must be met regardless of the number of units shipped.
